By September 19th, 2006, there are supposed to be 4 million smiling faces of Singaporeans as part of a mural to welcome the summit of the IMF (International Monetary Foundation) and World Bank. However, there are those among us who would not like to welcome such institutions with smiles -and here is how we can do it!
400 FROWNS is an independent social art project started by Seelan Palay on the 20th Aug 06. It is a response to the coming meeting of the the IMF and World Bank here, and a platform for Singaporeans to express themselves. Singaporean citizens and permanent residents not in favour of globalization, neo-liberalism and capitalism in general are to email to 400frowns@gmail.com , their name, age and a passport style digital photograph of themselves frowning in worry or discontent (taken anywhere).The image would be best in .jpeg file format and sized at 100 pixels x 100 pixels. Resizing will be done for you if you are unable to do so.

Note: There is another site under the name 4 Million Frowns that is about the same idea, but said to be done for fun and satire. The founder of 400 Frowns had no prior idea about the existence of the other site.
